DART Upcoming Service Change Approval; Effective September 11, 2022

Delaware Transit Corporation (DTC) announced the approval of DART Statewide Bus Service Change to
become effective Sunday, September 11, 2022. Modifications to the original proposal are designated
in italic bold text.

Summary by County:

NEW CASTLE COUNTY

The following Routes will have schedule adjustments to improve on-time performance and
connections:
Weekdays – 4, 8, 13, 15, 18, 20, 25, 28, 35, 42, 61, 64, and 301
Weekends – 2, 4, 5, 6, 8, 11, 13, 15, 25, 33, 35, 40, 42, 55 and 64

Route 2 – Select Route 2 trips will operate as the Route 35 to include weekday trips from Wilmington Transit Center at 5:40 AM, 6:30 AM, and 7:10 AM, and from Brandywine Town Center at 2:34 PM, 3:14 PM, and 4:14 PM; Saturday trips from Wilmington Transit Center at 6:20 AM and from Brandywine Town Center at 3:19 PM.

Route 4 – All trips will serve the new Wegman’s onsite in both directions.

Route 8 – Weekday trips will be reduced to operate every 60 minutes in the AM peak hour. Mid-day service and PM rush hour will remain at 30-minute intervals. An additional early-morning trip will depart the Port of Wilmington at 5:45 AM. Trip times will be coordinated to better meet Port of Wilmington work shifts and customer demand.

Routes 13 & 31 – Route 31 will be combined into a new Route 13 with most trips serving the Bellefonte Community. Select weekday trips will continue to operate via Philadelphia Pike skipping Bellefonte. Bellevue Park Corporate Center and Claymont Station will not be served; however, Route 61 weekday  service will be improved to operate hourly connecting the Claymont Train Station with Route 13 at  Philadelphia Pike. The downtown routing through Wilmington will be revised to travel along Orange to 11th, to Walnut and 16th Streets replacing portions of Route 31. Alternate bus stops are available on Philadelphia Pike for riders to access the Bellevue Park Corporate Center. All weekday rush hour trips
will serve Airport Plaza.

Route 14 – The 10:55 PM weeknight trip from Miller Road Shopping Center to DHSS and the 11:50 PM trip from DHSS to Rodney Square will be discontinued due to low ridership.

Route 15 – On weekdays, the 4:55 AM trip from Wilmington to Christiana Mall will not serve Twin Spans Business Park and will remain on Wilmington Road due to low ridership. The 8:55 AM trip from Christiana Mall to Wilmington will not serve Creekwood Industrial Park due to low ridership.

Route 18 – Express trips will be converted into local trips. All service will be rescheduled to operate every 45 minutes. The 5:10 AM trip from Wilmington Transit Center to Foulk & Naamans Roads will be discontinued due to low ridership. A new trip will begin at Prices Corner Park & Ride at 5:30 AM and end at Foulk and Naamans Roads.

Route 20 – Due to low ridership, approximately half of existing trips will be discontinued, and onsite service to Chestnut Run facility will be discontinued. In order to maintain mid-day service, a roundtrip will depart Wilmington Transit Center at 12:50 PM; 1:30 PM from Yorklyn Road & Lancaster Pike (Hockessin).

Route 25 – Select weekday trips will no longer serve Amazon on Frenchtown Rd (PHL 1) and Amazon’s ILG1 facility (Tybouts Corner) due to low ridership: The following trips will serve Amazon: Southbound to Wrangle Hill Park & Ride Trips will serve ILG1 at 5:59, 6:45, 7:19, 7:59, 8:24, 8:49 and 9:28 AM and at 3:56, 4:21, 4:54, 5:18, 5:43, 6:13 and 6:46 PM. Trips will serve PHL 1 at 5:12, 5:44, 6:27, 7:01, 9:11, 9:50, 10:20 and 11:20 AM, and at 2:56, 4:33 5:53, 6:29 and 7:07 PM; Northbound to Miller Road Shopping Center trips will serve ILG1 at 4:48, 5:18, 5:58, 6:42, 7:22, 8:02, 10:08, 11:11 and 11:41 AM and at 12:43, 1:43, 2:10, 2:30, 3:00, 3:29, 3:54, 4:39, 5:08, 5:38, 6:08 and 6:53 PM. Trips will serve PHL 1 at 4:59, 5:29, 6:10, 6:56, 9:14, 9:37 and 11:24 AM and at 5;21, 5:51, 6:21 and 7:06 PM. Also, the 11:45 PM weeknight trip from Wrangle Hill to Miller Road Shopping Center will be discontinued due to low ridership.

Route 28 – All trips from 9 AM until 4 PM will be extended from Wilmington DMV to Probation & Parole/Zenith.

Route 31 – Route will be combined with Route 13 (see Route 13 above).

Route 33 – Fairplay Station will no longer be served from Wilmington at 7:30 AM, and from Newark at 7:30 AM and 8:55 PM.

Route 35 – Weekday service will be reduced due to low ridership. Trips will operate from Wilmington in the AM and to Wilmington in the PM, with no weekday mid-day service. New limited Saturday service will operate to serve Shipley Manor. CHUBB will not be served on-site, but at bus stops along Concord Pike. In downtown Wilmington, the routing to Brandywine Town Center will be changed to follow Walnut, 8th, French, and 10th Streets to match the routing on Route 2.

Route 42 – Due to low ridership, the 6:22 PM trip from Delaware & Adams to Peoples Plaza, and the 5:40 AM and the 6:26 PM trips from Peoples Plaza will be discontinued. Instead of discontinuing all service to the I-95 Service Plaza, limited weekday service will be scheduled to meet the shift times. All other weekday trips to/from Wilmington and Peoples Plaza will skip the I-95 Service Plaza. On Saturdays, new limited service will be provided meeting the shift times. On Sundays, new limited service will serve two of the three shifts (7 AM to 3 PM, 11:00 AM to 7 PM). Saturday and Sunday trips will not serve the DE 896/DE 4 Park & Ride.

Route 44 – The originally proposed weekday trips will not be discontinued. Most trip times will change as the schedule will be retimed so that the last weeknight trip departs Christiana Mall at 8:30 PM. Saturday service will remain unchanged.

Route 53 – Due to low ridership, the weeknight 10:43 PM trip from Newark Transit Hub to Wrangle Hill Park & Ride will be discontinued.

Route 54 – Due to low ridership, the weekday 10:00 PM trip from Wilton to Christiana Mall and the 10:00 PM trip from Fairplay Station to Wilton will be discontinued.

Route 55 – Due to low ridership, the weeknight 10:10 PM trip from Christiana Mall to Newark, and the Saturday 6:20 AM trip from Christiana Mall to Newark will be discontinued.

Route 61 – Service to Concord Mall and Rocky Run Boulevard will be discontinued and the route will end at the Brandywine Town Center Park & Ride. Service will be maintained on Concord Pike and serve the existing CHUBB bus stop, and continue serviceto the Market Square Shopping Center near TJ Maxx. Service will be improved to operate hourly and will continue to serve the Claymont Train Station offering better connections with Route 13 at Philadelphia Pike. The final trip leaving Claymont Train Station will be at 7:30 PM. Route 61 will offer better connections to SEPTA train service.

Route 64 – Weekday service will be revised to operate every 60 minutes instead of every 50 minutes. Due to low ridership, the 9:05 PM trip from Christiana Mall to Peoples Plaza will be discontinued. The 9:50 PM and 10:45 PM trips from Christiana Mall will be discontinued, but a new trip will depart Christiana Mall at 10:20 PM. The 8:59 PM trip from Peoples Plaza will be discontinued due to low ridership. On Saturdays, the 8:58 PM trip from Christiana Mall and 8:00 PM trip from Peoples Plaza will be discontinued, as well as the Sunday 8:30 AM trip from Christiana Mall and 7:30 AM trip from Peoples Plaza due to low ridership. All Sunday trips will begin and end at Christiana Mall Target bus stop instead of the Park & Ride.

KENT AND SUSSEX COUNTIES – Minor schedule adjustments to improve on-time performance.

Route 301The original proposal to discontinue all service to Dover DMV was revised to retain limited service. From Wilmington, buses will arrive at the Dover DMV at 6:58 AM, 8:08 AM and 8:48 AM. From Dover, buses will depart Dover DMV at 3:23 PM, 4:13 PM and 5:13 PM. All other trips to Dover or to Wilmington will skip Dover DMV.

The following schedule adjustments will be implemented:

  • Discontinue the 4:10 AM trip from Wilmington to Dover.
  • Combine the 6:00 AM local and 6:10 AM Express into a 6:05 AM local. In light of rider concerns, the proposed 6:00 AM departure from Dover will be shifted to depart at 6:05 AM. This change will allow the trip to depart Smyrna Park & Ride at 6:44 AM and arrive in downtown Wilmington at 7:44 AM for an 8:00 AM work arrival.
  • Convert the 1:40 PM Express into a 1:40 PM local
  • Delaware State University and Christiana Mall will be served from Dover on the 7:20 AM and 8:30 AM departures.
  • Some trip departure times from Wilmington and Dover will be shifted by a few minutes.

SERVICE ON MONDAY, DECEMBER 26, 2022 AND MONDAY JANUARY 2, 2023

Sunday service will operate on Bus Routes 2, 4, 5, 6, 13, 15, 33, 40, 42 and 64 instead of operating a weekday schedule. Route 47 will operate on a Saturday schedule. These days are the legally observed holidays for Christmas Day and New Year’s Day.

New schedules will be available online after August 22, 2022.
