Notice of Public Hearing Workshops for Proposed DART Bus Route & Schedule Changes February 2017

Delaware Transit Corporation (DTC) will conduct Public Hearing Workshops to obtain comments on proposed changes to DART Statewide Fixed Route Bus Services to become effective Sunday, May 21, 2017, as well as Resort Transit Service to become effective Saturday, May 6, 2017 (pre-season weekend service), with full service to begin Monday, May 22, 2017.

Tuesday, February 21, 2017 – 4 PM to 6 PM

A summary of the proposal includes (by County):

New Castle County

Weekday, Saturday and/or Sunday schedule times would be adjusted on Routes 1, 2, 4, 5, 6, 7, 9, 10, 11, 14, 15, 16, 23, 24, 25, 33, 40, 45, 46, 55, 62 & 64 to improve on-time performance and connections, and/or re-routing.  Please view proposal for specific route time adjustments.

Route 1:  Trips extended to Knollwood would be discontinued due to low ridership; select AM/PM peak trips would be consolidated for efficiency.

Route 4:  Trips extended to Prices Corner would be discontinued due to low ridership; AM/PM peak trips would be consolidated for efficiency.

Route 7:  Routing would be changed to no longer serve Wilmington Riverfront, instead serving ShopRite on S. Market St.

Route 10:  Additional evening trips would be scheduled.

Route 11:  Select AM/PM peak trips would be consolidated for efficiency.  Routing into Wilmington would follow Carr Rd. serving Rockwood Office Center on all trips, instead of Washington St. Extension.  The trips along Lea Blvd., Tatnall St. and Matson Run would be discontinued with bus staying on Washington St.; the sole trip extended along Harvey Road to Philadelphia Pike would be discontinued.

Route 16:  AM trips to Wilmington and PM trips to Newark would skip I-95 Travel Plaza; additional AM service to Newark.

Route 20:  The 5:35 AM and 5:58 AM trips to Hockessin would be discontinued due to low ridership.

Route 22:  Two new evening trips would be scheduled from Rodney Square.

Route 23:  Additional weekday service would be scheduled.

Route 28:  An additional weekday trip would be scheduled at 6:46 AM from Amtrak Station and 7:30 AM from AstraZeneca.

Route 33:  Additional weekday service would be scheduled.  New Sunday service would be established between Newark Transit Hub and Christiana Mall.

Routes 34 & 39:  Route 39 would be combined with Route 34.  Express service would continue to operate during peak hours between Newark and Wilmington; local service would connect Newark and Christiana Mall.

Route 40:  Additional trips would be scheduled.

Route 42:  AM trips to Wilmington and PM trips to Peoples Plaza would skip I-95 Travel Plaza; additional rush hour service.

Routes 44 and 53: Weekday trip time adjustments would be made.

Route 46:  Additional evening service would be scheduled to Peoples Plaza.

Route 47:  On Saturdays, the 4:30 AM trip from 9th & Market would be discontinued due to low ridership, and the trip departing Amazon at 5:30 PM would depart at 5:15 PM to match weekday service.

Route 48:  The 6:20 AM and 6:46 AM trips would be discontinued due to low ridership; new trip scheduled at 8:55 AM.

Route 54:  A new weekday trip would depart Orange at 10th St. at 6:25 AM; additional evening trips would be scheduled between Christiana Mall and Wilton.

Route 55:  A new weekday trip would depart Orange at 10th St. at 7:40 AM.  The 4:08 PM trip from Newark would be extended to Amtrak Station; additional evening would be scheduled between Christiana Mall and Newark.

Kent County

GoLink Flex service would be discontinued due to no/low usage.

Route 101:  Improved service frequency to every 30 minutes on Saturdays.

Route 105:  Additional roundtrips would be scheduled to leave Dover Transit Center at 10 AM, 11 AM, 1 PM and 2 PM.

Route 106:  Trips leaving Scarborough Rd. Park & Ride would serve Delaware State University and no longer serve Dover Downs.  Trip time adjustments would be made on weekdays.

Route 108:  Service would be extended to Persimmon Tree Lane, North Dover Center and Dover Mall.  Weekday service would be reduced to operate hourly.  New Saturday service would be added to operate hourly from 9 AM to last departure from Dover Transit Center at 5 PM.

Route 112:  Routing would be expanded to serve Walker Rd., and the current Route 113’s portion of College Rd. and U.S. 13; and would no longer serve State St. between Walker Rd. and U.S. 13.

Route 113:  Route would be discontinued due to low ridership; Route 112 would serve all current stops north of Walker Rd.; Route 102 would serve stops south of Forrest Ave.

Route 117:  Time adjustments would be made to improve connections with Route 104.

Route 119:  Trip time adjustments would be made to improve on-time performance.  Trips leaving Modern Maturity would travel from North St. to West St., no longer serving the Simon Circle community in that direction; customers could use Route 102 for service in that area.

Route 120:  Saturday service would be reduced to operate hourly.

Sussex County

Minor time changes to improve on-time performance and connections.

Route 212:  Service would be reduced from 16 to 11 trips from Georgetown; and from 18 to 12 trips from Delmar/Laurel, operating from 5:15 AM to 11:05 PM.

FLEX Route 903:  Two options are proposed to change the route alignment to either serve Nanticoke Health Pavilion or Seaford Public Library.  Routing would be changed to use School Lane instead of Market St.

Intercounty  – Fare would be reduced from $2.60/zone to $2.00/zone.

Route 301:  Examining the restoration of express service on selected trips.  Time adjustments would be made on Sat.

Route 302:  A minor routing change would be made in Dover.

Route 303:  An additional northbound trip would be scheduled at 1:00 PM.

Seasonal Resort Transit –pre-season weekend service to start Saturday, May 6; full service to begin Monday, May 22.
